Since 2006, CA ETEC has been at the forefront of advancing international education through strategic partnerships, market insight, and unmatched experience. As a trusted nonprofit organization, we have proudly supported over 150 U.S. colleges and universities, helping them navigate and expand in key global markets.
CA ETEC is honored to be the first and only two-time education focused recipient of the prestigious U.S. Department of Commerce’s Market Development Cooperator Award—a testament to our leadership, innovation, and impact in international education.
With a strong presence in Asia and the Middle East, we launched VETEC in Vietnam and successfully managed regional offices in China, Vietnam, Cambodia, and Saudi Arabia. These efforts have strengthened educational and cultural exchange, opened new pathways for student recruitment, and reinforced U.S. institutions’ visibility in competitive international markets.
In addition to our leadership in international education, CA ETEC serves as a catalyst for California’s service sector exports, helping firms in architecture, project management, software, and creative media connect with overseas partners. Our events and programs—like the Services Export Summit—showcase our role as a connector between global demand and California innovation.

The Education and Training Export Consortium (ETEC) was founded in 2003 as partnership between the Riverside Center for International Trade (CITD) and the U.S. Department of Commerce, International Trade Administration under a Market Development Cooperator Program (MDCP) that provided the initial funding to launch an organization dedicated the export of California Education and Training Services.
California ETEC is established to support U.S. education and training providers with a focus on international student recruitment and global program development.
CA ETEC becomes a formal 501(c)(3) nonprofit, expanding its services to include institutional strategy, agent management, and in-country support programs.
Supports the Community College Initiative program in Egypt under the Bureau of Education and Cultural Affairs.
First international recruitment office opens in Beijing, China, expanding ETEC’s student outreach and partner engagement in East Asia.
Recognized as a key partner in the California State Trade and Export Promotion (STEP) initiative to boost education exports.
CA ETEC is honored by the U.S. Department of Commerce for excellence in export service and expanding educational exports worldwide.
Opened Vietnam Education Training Export Center (VETEC) in Ho Chi Minh City to support hybrid and in-country programs.
Receives the prestigious E-Star Award for sustained export excellence—becoming the only U.S. education export organization with both honors.
In partnership with Long Beach City College, ETEC launches a dedicated program supporting Cambodian students with transfer pathways.
Collaborates with the Royal Commission for Al-Ula to support education planning and student mobility.
